Government Sett
The "Government sett", also known as Universal, or 42nd, or most commonly as "Black Watch", is the original military tartan. The name "Black Watch" for the tartan is inextricably linked with the origins of that regiment, the first Highland regiment in the British Army. Raised as independent companies to police the Highlands in 1725, they were originally ordered to strive for approximate uniformity of tartan dress within each company.

lBlack Watch
Very probably the first time bagpipes were heard in North America was July 4th 1758 during the first assault by the British on Fort Ticonderoga. Using the Black Watch as the lead regiment , the Black Watch had over 600 that lay dead or dying before the assault was called off. A few Black Watch made it over the wall.

The Black Watch Tartan  #1

Black Watch – also known as the Universal or Government tartan. Whilst being worn by the 42nd Black Watch Regiment (The Royal Highland Regiment), since 1739 this tartan has formed the basis upon which many other Regiment's tartans were designed, most notably Gordon (Gordon Highlanders), MacKenzie (Seaforth Highlanders and the Highland Light Infantry), Sutherland (Princess Louise's Argyll and Sutherland Highlanders).
The belief that the Black Watch tartan was based on the Campbell Tartan is disputed by several experts. (The Black Watch Pipers wear the Stewart Royal Tartan).
The "Watches" were a system of policing to prevent cattle lifting and the Black Watch tartan was eminently suitable in this role.

Also worn by
The Royal Scots (The Royal Regiment) until 1901 when they adopted the Hunting Stewart.
The Gordon Highlanders (75th & 92nd  Foot), wore the Black Watch tartan prior to 1778 after which a yellow line was added.
The 91st Argyllshire Highlanders, raised in 1794.
The Argyll & Sutherland Highlanders (the tartan was referred to as the Sutherland tartan but was the Black Watch in a slightly lighter shade)
Breadalbane Fencibles 1793 wore the Black Watch at first but later added two yellow lines .It became called the Campbell of Breadalbane

Regimental Kilts
New Kilt in Regimental Weight Tartan
The actual Black Watch Tartan is numbered #1 in the UK Regimental tartan registry. It is different from the tartan called Black Watch by many of the tartan mills. We work with a tartan mill that has been a supplier to the Ministry of Defense. The tartan is 18oz. weight pure wool and is only available in full 8 yard kilts made like the real Scottish regiments. For your convenience.  We use a simpler buckle than the regiments often use. We offer a two buckle and a three buckle option as well. Some of the regiments, such as The Argyle & Sutherland Regiment use a box pleat in their kilt. Our kilt maker can  have that available to you. Regimental weight wool is 18oz. Other weights are available, but be aware the tartan is different.  Go to our MOD surplus section here.
